The music that played is "Road to Viridian City". You can guess when does this music play...
Pinsir is located in the Safari Zone and Game Center in Kanto. So technically this music cannot be heard when encountering a wild Pinser.

Anime is designed to be very realistic, hence the style of animation. In real life, some people do get nose bleeds when they blush from looking at you-know-whats and the other you-know-what as wells as their clothing. Besides, nobody bleeds that much in anime.
